The Five Conditions
Each application is checked against all five. If one is not met, the booking cannot go ahead.

The Four Schemes
Your scheme decides who must be in the application with you.

The Income Ceiling
HDB looks at the combined gross monthly income of everyone in the application, averaged over the last 12 months. For Wynwood Grand the ceiling is S$16,000.
At the National Day Rally on 23 August 2026 the EC ceiling was raised to S$18,000, but only for EC sites whose land tender closes on or after 24 August 2026. Wynwood Grand's land tender closed on 5 August 2025, so the S$16,000 ceiling stays.
HDB decides which types of income are counted and how the 12-month average is worked out. If your income changes from month to month, check your figure with HDB before you apply.
Property You Own Or Have Owned
- The 30-month ruleNobody in the application may own private residential property, in Singapore or overseas, or have sold one in the 30 months before applying.
- Two subsidies in a lifetimeAn EC bought from the developer counts as subsidised housing. Across new HDB flats, DBSS flats and ECs, a household can take up to two.
- Still own an HDB flat?You can buy an EC if the flat has completed its minimum occupation period, and you must sell it within six months of collecting your EC keys.
CPF Housing Grant
Eligible families buying a new EC may receive a CPF Housing Grant. The amount tapers as income rises and stops above S$12,000.

If a PR in a Citizen + PR household later becomes a Citizen, a S$10,000 Citizen Top-Up can be claimed within the period HDB sets.
Resale Levy
Second-timers who sold their first subsidised home on or after 3 March 2006 pay a fixed levy, based on the type of home they had before.

After You Buy
An EC starts under HDB rules and becomes fully private later. The timeline depends on when the land tender closed.

Wynwood Grand falls in the first column. Its tender closed on 5 August 2025, before the changes announced on 8 May 2026, so the 5-year MOP and 10-year privatisation apply. Confirm this with HDB and the developer before you commit.
- During the MOPYou must live in the unit. You cannot sell it, rent out the whole unit, or buy private residential property in Singapore.
- After the MOP, before privatisationYou can sell or rent the unit to Singapore Citizens and PRs.
- After privatisationThe unit can be sold to anyone, including foreigners, like any private condominium.
Paying For It
- Bank loan onlyA new EC is financed with a bank loan. HDB loans are for HDB flats, not ECs.
- Mortgage Servicing RatioMonthly home loan repayments are capped at 30% of gross monthly income.
- Total Debt Servicing RatioAll monthly debt repayments together are capped at 55% of gross monthly income.
- Cash on handStamp duty, legal fees and the option fee are paid outside the loan, so plan for these upfront.
